Export Management System Development and
Management
BPE develops your export management system in accordance with BIS's
EMS Guidelines. Your BPE EMS will include your export policy for export
administrative policies, order management and screening elements. BPE
will work with you to develop a multi-year compliance program that is
role based, ensuring ownership for every aspect of the EMS.
Once formal polices are established based on your company profile,
BPE creates operational procedures that are designed to implement your
global trade policies, optimize your operations and ensure compliance
with government regulations ensuring brand protection and risk reduction.
These procedures are based on your company business model, operations,
philosophies and strategies. This includes:
- Development of an Export Product Matrix for your products.
- Determination of BIS export controls for your hardware, software
and technology.
- Determination of the appropriate Export Commodity Classification
number (ECCN) and Harmonized Tariff Schedule (HTS) for your products.
- Determination of the license requirements/exceptions for each
item.
- Develop Export Management Program, including:
- Internal Control.
- Management Systems.
- License Determination.
- BIS license Applications/Reviews.
- Encryption Licensing Agreements.
- Export Controlled Information.
- Reexport Requirements.

BPE will help you establish your Simplified Network Application Process
(SNAP) Account for classification requests, encryption reviews and license
applications. Development of encryption review request letter for submission
to BIS. BPE can assist you in the completion of your classification
request filings obtain BIS Commodity Classification Automated Tracking
System (CCATS) numbers for your products
Once your policies and procedures are completed, BPE will provide
recommendations for improvements to your current operations and develop
an export training program that you can utilize globally, with your
internal and external customers. All policies and procedures are delivered
to you online hosted by BPE or published on your intranet.
